In this sense, it is necessary to review both the general and specific aspects of food quality in the field of competence of the General State Administration, to take into account the new trends in this area that specifically affect food; collecting and respecting, in the economic field, the basic principles and requirements of food law established in Regulation (EC) No. 178/2002 of the European Parliament and of the Council, of January 2002, laying down the general principles and requirements of food law, establishing the European Food Safety Authority and establishing the European Food Safety Authority and the European Food Safety Authority, of January 2002. No. 178/2002 of the European Parliament and of the Council, of 28 January 2002, laying down the general principles and requirements of food law, establishing the European Food Safety Authority and laying down procedures in matters of food safety, also taking into account the principles on traceability, self-monitoring and operators’ responsibility.
Furthermore, the control of compliance with the mandatory requirements established for the marketing of food products and the prosecution of fraud, regulated in Regulation (EC) No. 882/2004 of the European Parliament and of the Council of 29 April 2004 on official controls performed to ensure the verification of compliance with feed and food law, animal health and animal welfare regulations, is an essential element to guarantee the fairness of commercial transactions, the legal security of the different operators and to avoid disappointing consumers’ expectations. Likewise, Article 55 of the aforementioned regulation provides that the Member States shall establish rules on penalties applicable to infringements of food law and shall take all necessary measures to ensure their application, indicating that the penalties established must be effective, proportionate and dissuasive.

In the exercise of the powers provided for in articles 6.2.i) of the aforementioned Law 2/1987, of March 30, and 9.i) of Decree 22/2008, of February 19, which approves the Organic Regulations of the Department of the Presidency, Justice and Security,
2.2. All the requirements listed in this basis must be possessed on the day of the deadline for the presentation of applications and must be maintained until the moment of taking office as a career civil servant.

3.4. Such extremes shall have to be accredited by means of a binding certification from the multi-professional team provided for in the aforementioned Decree 43/1998, which shall also state that they are able to perform the basic tasks of the jobs to which they aspire and the necessary adaptations of said jobs. The certification must be presented together with the application for participation. If it is not possible to present such certification within the application period, at least proof of having requested it must be provided. In this case, the applicants will have to provide the certification within the period for correcting defects referred to in the fifth base.

These professionals can also develop their careers as responsible for the development and innovation of processes and products in the food field in the R+D+I departments of food industries, technological and research centers supporting the development of the agri-food industry, private companies dedicated to development and innovation, etc.
The labor demand for these professionals is growing and their future expectations are optimistic, since at community and global level, food controls are increasingly strict and rigorous. In addition, today’s society requires the work of professionals who guarantee high quality, safe, nutritious, healthy food, adapted to new consumption habits and in accordance with current legislation.

Resolution of June 27, 2018, of the Undersecretary’s Office, by which a selective process is called for admission, by the general system of open access, in the Scale of Management of Autonomous Organizations, specialty Health and Consumption.
The common bases by which this call will be governed are those established in Order HFP/688/2017, of 20 July (Official State Gazette of 22 July) by which the common bases are established that will govern the selective processes for entry or access to bodies or scales of the General State Administration.
This call will be published, among others, in the General Access Point http://administracion.gob.es and in the portal of the Ministry of Health, Consumption and Social Welfare (http://www.msssi.gob.es).
Selective process is convened to cover 28 places of the Scale of Management of Autonomous Bodies, specialty of Health and Consumption, Code 6014S, by free admission, of those included in the Royal Decree 702/2017, of July 7.
