Much more interesting I find it to refer to Arnold Marsh’s study “Full Employment in Ireland”. I can only regret, in any case, that the whole discussion is based on a false premise. There are three distinct roles among the participants in bullying behavior. The “bully” or aggressor, the “victim” who suffers the aggression, and the “bystanders”, i.e., the spectators, who often support the aggressor either actively or by their silence. They are ringleaders who move their followers, who support them or help them in their aggressive action. In other words, they have social rather than physical power but use it inappropriately. Therefore, research today understands that they may be competent in achieving their own objectives, but it is clear that their behavior is socially undesirable.

Primary crime prevention identifies conditions in the physical and social environment that provide opportunities for or precipitate criminal acts. Here, the goal of intervention is to alter these conditions so that crime does not occur. Secondary crime prevention involves the early identification of potential offenders and attempts to intervene in their lives so that they do not commit a criminal offense. Tertiary crime prevention deals with those who have actually offended and involves interventions in their lives so that they do not commit further crime (1976, p. 290).

(b) Targeted interventions: these are aimed at those considered to be at greatest risk of experiencing or committing violence (i.e., those with one or more risk factors); for example, parenting training offered to heads of single-parent households.
