The study warned that minimum income programs can generate disincentives to joining the labor market, especially when one of the eligibility conditions is to be unemployed, and that one of the most complex challenges facing these programs is the growth in all countries of the percentage of workers receiving wages below the poverty line.
Crisis situations have their most damaging effects on the most vulnerable and insecure population, which does not enjoy permanent income stability, and is also insufficiently addressed by most social policies, which are linked to the existence of stable employment relationships.
In order to avoid duplication for the citizen and for the sake of greater effectiveness of the policy, the implementation of the minimum living income will also require a progressive reorganization of the set of state aids whose objectives overlap with those of this new policy.
What is considered low class?
This middle class classification, based on percentages according to median income, encompasses both the lower middle class -between 11,200 and 20,000- and the upper middle class -up to 30,000-. Below the 11,200 threshold is the lower class and above 30,000 the upper class.
How does the SEPE check income?

In the application form for all grants and subsidies, authorization is given to the SEPE to check the applicant’s income, consulting data from the Tax Agency and the Social Security.
What is the middle and lower upper class?
Upper Middle: Includes the majority of successful businessmen and professionals who generally have good and stable incomes. It is estimated to be approximately 14% of the national population. Lower Middle: Formed by office workers, technicians, supervisors and skilled artisans.

Elsa Santamaría, professor at the Universitat Oberta de Catalunya and expert in the sociology of work, explains that social classes are “categories, a social construction that depends on what is most relevant at each historical moment”. “Labor occupation has been central in the definition of class, but, with the changes that have taken place in employment and the labor market, it has been losing weight and access to consumption is taking on greater prominence,” she explains.
Santamaría differentiates between two types of variables that influence the identification of our social class: objective and subjective. The objective variables refer to the level of individual and family income, the ownership of material goods, access to consumer goods, employment, level of education attained or place of residence, among others. The subjective variables would be the feeling of belonging or self-identification: for example, someone who considers himself to be working class might prioritize saving his salary as opposed to a person who, receiving the same income but considering himself to be upper-middle class, decides to invest it in wearing certain brands of clothing or taking trips. In any case, both types of variable end up influencing each other to the point of dilution.
What is rent deprivation?
Unemployment assistance benefits have one requirement in common: the applicant must not exceed a certain level of income. This is known as the “no income requirement”.
How much does a lower middle class person earn?
A person will be “lower class” if he or she receives $7,500 a month that is divided between two family members. In Mexico, each “middle class” person should receive between $5,000 and $14,000.

“It also depends on where you live: with the same income you can live very well in Cádiz and with hardship in Madrid,” says Manuel Hidalgo, professor of Applied Economics at the Pablo de Olavide University in Seville. “The best thing would be to adjust tax revenues according to the standard of living. The minimum wage would be optimal if it were different by region. It is not the same to earn 900 euros in a town in Cadiz, which can allow you to live very well, than to earn them in Madrid where you can hardly pay the rent. But to expect such a reform is unrealistic,” he acknowledges.
In the 21st century, the concept is changing. “The middle class used to be associated with the concept of security, but in such a changing society, fewer and fewer families can be sure of what their purchasing power will be in the medium term,” says Aznar.
As the digital revolution of the economy advances and many professions risk disappearing with robotization, the concept of security has become increasingly blurred. The ideological component that associated the middle class with a conservative ideology, as opposed to the traditionally left-leaning and more protesting working class, has also been disappearing.
When do I have to inform the SEPE that I have received an inheritance?
It is VERY IMPORTANT to communicate the acquisition of the inheritance on time, otherwise you will lose the subsidy. The term to make the communication is 30 days. Once you sign the deed of acceptance of the inheritance before a notary, you must communicate the acceptance of the inheritance to the sepe within 30 days.
How is income calculated to collect the subsidy?
The sum of the monthly income obtained by all the members of the family unit (the applicant, his/her spouse and his/her children under 26 years of age or older children with disabilities or foster children), divided by the number of members that compose it, must not exceed 723.75 € per month per member.
When you inherit, does the SEPE take away your subsidy?

International organizations such as the World Bank or the OECD or Brookings have recently celebrated the massification of a new global middle class in developing countries, which may come to represent half of the world’s population. Defined as households with per capita incomes of $11 to $110 per day, in 2011 PPP (purchasing power parity, which is a global measure that allows comparing the standard of living between countries), this middle class would be an unprecedented phenomenon in human history (Kahras, 2017).
