Applicants must live in substandard or temporary housing. Substandard housing conditions include, but are not limited to: structure, wiring, plumbing, accessibility, crowding, heating, and cost issues.
Habitat serves applicants for affordable housing credit in Category 1. Applicants must prove that they have a consistent income of no more than 80% of the area median income (see table below). Applicants must demonstrate that they can make monthly mortgage payments of no more than 30% of their income and continue to make payments to reduce their other debts. During the time applicants are in the Habitat program, they must save to cover the closing costs of the home contract.

Rental Assistance Programs
Oregon’s Emergency Rental Assistance Program helps qualifying low-income households pay back rent. The program covers up to 12 months of past due rent and three months of future rent once all past due rent has been paid.
Tenants must pay rent each month or risk eviction. The Governor recently signed SB 891, which extends temporary “Safe Harbor” protections that protect tenants from eviction for nonpayment until a tenant’s rental assistance application is no longer pending. All protections expire on September 30, 2022.
To be protected, tenants must provide proof that they have applied to their landlord by June 30, 2022, or on or before any first court appearance, whichever occurs first. The documentation can be
a copy or photo of the documentation by email or text message, a screenshot, or other written or electronic documentation verifying the filing of an application for emergency rental assistanceOnce the tenant has provided the landlord with documentation of their application, the landlord may not move forward with a termination notice or eviction action until the application has been closed, denied, or paid. If the application is closed, denied, or paid less than the amount owed, the landlord can move forward with the eviction process.

State law prohibits rent control, and condo construction defect legislation has reduced this type of construction for middle-income residents. Boulder is also home to many young “bohemians” with money and speculative buyers who purchase homes with cash from properties they sold in other high-end markets. Some are second or third homes, and others are reserved for short-term rentals, such as Airbnb. In June 2015, the city council imposed a restriction on short-term vacation rentals because they affect prices and reduce the amount of long-term housing opportunities.
The city also plans to amend the ADU ordinance to create more middle-income affordable housing in neighborhoods comprised mostly of single-family detached homes, which make up 41 percent of the city’s 46,000-unit housing stock. The ADU ordinance, in place since 1981, has granted only 186 ADU permits and 42 OAUs (additional owner units) because of off-street parking requirements, minimum lot area and limits on ADU density. “We would like to have ADUs to promote housing diversity in neighborhoods,” says David Driskell, Executive Director of Planning, Housing and Sustainability. “We could create quite a few units from a space standpoint, but there would be a lot of political discussion about parking and the impact on traffic.”
